  5.     Breaking up is not that hard to do -- especially if it's
  6. been done before. More than a month after its neighbors
  7. Lithuania and Estonia declared their independence from Moscow,
  8. Latvia last week became the final Baltic republic to split from
  9. the Soviet Union. By a vote of 138 to 0, the Latvian parliament
  10. approved the start of an unspecified period of transition to
  11. full independence. In the interim, it called for negotiations
  12. with Moscow.

  14.     The independence movement in Latvia is in part a means for
  15. ethnic Latvians, who make up only 54% of the population, to
  16. avoid becoming a minority. But independence leaders are
  17. proceeding cautiously. Lithuania is still suffering under
  18. Moscow's economic restrictions for its abrupt secession on
  19. March 11.
